You are best off leaving your car in the car park at Tiverton Parkway.

Your best bet is to alight at Tiverton Parkway railway station. Once there, walk to Platform 1 and follow the signs that say 'Willand Way, Taunton and Tiverton'. A brisk walk along here will take you direct to the crossing.
If you have the inclination the location is also on National Cycle Route 3.

There are no facilities bar those at Tiverton Parkway.

The light is best any time, due to lack of shadows and the probable Sun. Pointing Southbound is worst as you're basically pointing directly into the Sun.
Videographers - it's probably best not to do this due to the fact the location is next to the busy M5
